Mundo Deportivo claim Rabiot is considering an offer from Liverpool, while City too have submitted their proposal.
PSG have also laid out a deal for Rabiot to sign a new contract and remain at the club.
Rabiot has held talks with several clubs including La Liga giants Barcelona, and there is the feeling the 23-year-old is close to making a decision.
Liverpool have been linked with a move for Rabiot for several months as Jurgen Klopp aims to bolster his midfield options.

The Reds are unlikely to do any major business in January, but Rabiot could arrive on a free transfer next summer.
Metro.co.uk understands Rabiot is open to moving to the Etihad and he is free to sign a pre-contract agreement with the club in January.
Rabiot spent a year in Citys academy as a 14-year-old, and should there not be a breakthrough in negotiations, PSG could consider cash offers for the midfielder in January.
Though Rabiot has rejected two contract proposals from PSG, he has not ruled out staying at the club and will consider other offers before making a final decision.
